A Potential US Ban on Chinese Optics — Why Are the Stocks Rallying, Not Falling?

A Potential US Ban on Chinese Optics — Why Are the Stocks Rallying, Not Falling?

90403
On August 5th, Hong Kong-listed optical communication stocks opened lower but rallied through the session, tracing a notably counterintuitive pattern. The prior trading day, their US-listed counterparts had already surged — a reaction that seems at odds with the tone of the news driving it. According to Reuters, citing people familiar with the matter, the Trump administration is reportedly drafting a measure that would ban imports of new-model Chinese data center components into the US, framed as a move to protect the infrastructure underpinning the AI boom. The Federal Communications Commission, which oversees the US telecom sector, is said to be crafting the rule specifically to block imports of new Chinese optical modules, with officials hoping to finalize and implement it before year-end. On the surface, a measure like this should read as a clear negative for Chinese optical communication companies — it directly restricts access to the US market. Yet the market's reaction has run counter to that logic, which may point to a different read: tighter US restrictions on Chinese optical modules could actually accelerate the localization and diversification of the global AI infrastructure supply chain, opening up a larger domestic substitution opportunity for Chinese optics makers — while potentially prompting overseas customers to front-load inventory before restrictions take hold, creating a short-term rush of orders. That said, this measure remains in the drafting stage, and there's still considerable uncertainty around whether — and how — it ultimately gets implemented. Do you think this ban will actually go into effect? And if it does, can this "rallying on bad news" pattern in optical communication stocks actually hold up?
