UK government borrowing in June drops by one-third year-on-year, but total remains above target, posing deficit balancing challenge for new Prime Minister

(1) Data released by the UK's Office for National Statistics on Tuesday showed that government borrowing in June was £16 billion (approximately $21.49 billion), down £7.9 billion compared to the same period in 2025, representing a one-third decrease. (2) The cumulative borrowing total for the current fiscal year (up to June) was £57.6 billion, a year-on-year decrease of £3.7 billion, but still £2.7 billion higher than the forecast by the Office for Budget Responsibility (OBR). (3) The decline in monthly borrowing was mainly due to interest expenditures dropping to £11.8 billion, a year-on-year reduction of £5.3 billion; this reflects the recent slowdown in inflation, and because UK inflation-linked bonds account for a high proportion, this further lowered interest costs. (4) As the new Prime Minister Burnham takes office, investors are concerned that the "new politics and new economic model" (including the 10-year national plan) he introduces to stimulate economic growth may expand the scale of borrowing. Last fiscal year's deficit had fallen to its lowest since the pandemic, and the OBR forecasts total annual borrowing this fiscal year to be £115.5 billion, lower than last year's £129 billion, but the higher-than-expected monthly data suggests achieving this target remains under pressure.
