CLARITY Act Update for XRP Holders: 7 to 10 Democrats Are Ready

The numbers on the CLARITY Act just shifted. Crypto and XRP enthusiast XRP News (@XRPNewsn) shared a video in which Bloomberg congressional reporter Steven Dennis confirmed that 7 to 10 Democrats are ready to vote for the CLARITY Act. He said it “sounds like they want to ultimately pass a bill.”

The bill already had 51 confirmed yes votes. The 60-vote threshold had looked out of reach. 7 new Democratic votes push the total to at least 58, and 10 gets it across the line.

What the Bill Does

The CLARITY Act is the most significant piece of crypto market structure legislation the U.S. Senate has considered. It draws a legal line between digital assets classified as commodities and securities. It establishes clear jurisdiction for regulators and creates a framework for financial institutions.

The bill has sat on the Senate Legislative Calendar since June, eligible for a vote but waiting on floor time. Senator Cynthia Lummis recently revealed that major financial institutions including BlackRock, Goldman Sachs, Fidelity, Franklin Templeton, and SoFi have all publicly backed the legislation.

The Reason for the Delay

The Senate did not vote on the CLARITY Act immediately. Majority Leader John Thune prioritized the Lindsey O. Graham Sanctioning Russia Act of 2026, a bill renamed in tribute to the late senator, along with a batch of federal nominations.

Senate procedure allows only one contested bill to advance at a time. That pushed the CLARITY Act back and raised doubts about passage before the August 8 recess.

Those doubts now look premature. Dennis reported that lawmakers “are trying to come up with some kind of compromise legislation to send to the White House this week.” That language suggests active negotiation, not stagnation.

Excitement for XRP

XRP News pointed out that XRP is among the assets that stand to benefit most from this legislation. The CLARITY Act would establish a statutory distinction between digital commodities and securities, and place XRP’s commodity status into law. It would grant the CFTC jurisdiction over spot markets for sufficiently decentralized assets.

That kind of regulatory clarity removes one of the primary obstacles to institutional adoption of XRP. The market has long waited for defined rules before committing capital at scale, and this provides the perfect opportunity.

The Path Forward

With 51 confirmed votes already secured and 7 to 10 Democrats now signaling support, the bill has a real path to 60. Lummis had previously warned that failure before recess could delay regulation until 2030. The latest Democratic movement makes that scenario far less likely. The Senate has until August 8, and the votes now appear to be there.
