```html(1) The government of Kazakhstan has announced that it has approved an investment agreement with Qazaq Smelter, a Kazakh smelting company, to build a new copper smelter in Balkhash. (2) The project requires private investment of 750 billion tenge (approximately $1.6 billion), is scheduled to start construction in 2027, and plans to begin operations in 2030. (3) The smelter is designed with an annual production capacity of 300 thousand tons of cathode copper, 10 tons of gold, 300 tons of silver, and over 1.5 million tons of sulfuric acid.```
