U.S Senate is set to hold a key CLARITY Act vote on September 15, 2026.
-
Recently, House Republicans canceled eight September voting days, creating another hurdle for CLARITY.
-
Senate amendments could send the CLARITY Act back to the House for approval.
The move has raised concerns that the crypto market-structure bill could be pushed past the November midterm elections.
House Republicans Cut Eight Voting Days
The House did not say the schedule change was related to the bill. However, the timing could become important if the Senate makes changes to the legislation.
If the Senate passes an amended version, the bill would have to return to the House. Lawmakers would then need to approve the same version before it could reach President Donald Trump for his signature.
That makes the Senate’s September 15 vote especially important.
All Eyes on September 15
The September 15 vote is not the final vote on the CLARITY Act. The Senate is scheduled to vote on cloture for the motion to proceed to H.R. 3633. Supporters need 60 votes to clear this step.
With 53 Republicans, supporters would need at least seven additional Democratic or independent votes if all Republicans back the motion.
If the motion passes, the Senate can begin formally considering the bill, including debate and amendments. A separate 60-vote cloture vote would then be needed to end debate before final passage.
This leaves a narrow window for the CLARITY Act.
Could CLARITY Move to November?
The shortened House schedule has increased the possibility of a post-election vote. As, the House is not expected to return to regular legislative work until after the November 3 midterm elections.
If the bill is delayed until then, lawmakers would have to decide whether to take it up during a lame-duck session.
Circle President Heath Tarbert says, “The CLARITY Act is the missing piece.”
He urges Congress to pass the bill, saying it would complete the US digital asset regulatory framework.
